Eureka grants: How to access the new funding opportunities through the Globalstars call?

A new topic under the Eureka Programme - the Globalstars call - was launched on January 9th, 2023. Check out our post below for more information about the topic.


The call invites joint project applications from Taiwan, France, Poland, and Slovakia. The aim is to develop research, development, and innovation projects with strong market potential. These projects should offer a strong research component combined with the potential to result in real-world impact and commercial success. Indeed, the applicants should offer the potential to scale their development to global markets and to deliver long-term economic and social benefits, such as job creation and improved quality of life.

Eligibility criteria

The required qualifications criteria are detailed below.

  • In order to be eligible to participate in the Eureka program, the consortium must consist of at least two independent entities: a Taiwanese for-profit company and a company from one of the other Eureka countries, i.e., France, Poland or Slovakia.

  • The partners must develop innovative products, processes, or services that will have a high impact, involve technological risk for all partners, and benefit all participants. The aim is to ensure that the project will result in a product, process, or service that will be of great value to the partners and the market. Also, it makes specific that the risk of attempting something innovative is shared evenly by all partners. It also guarantees that each partner will benefit from the project's success.

  • No organization can claim more than 70% of the total eligible costs.

  • The project should demonstrate clear benefits in terms of:

    • Increased knowledge base. For example, the project should result in improved access to accurate and up-to-date information about the topic being studied.

    • Commercial leads: These can be generated through market research related to the project topic, mapping of industries and applications related to the innovative product or process, etc.

    • Access to Research & Development infrastructure: In this case, a partner from the public sector might provide access to a research facility, while a private partner can bring in specialized skills or expertise.

  • A signed consortium agreement is required upon approval. In this case, the issues of ownership, use of know-how, and intellectual property rights must be addressed. This is needed to ensure that the parties involved are all aware of their respective rights and responsibilities with respect to the project. It also serves to protect the interests of each party, and the consortium as a whole.

  • Project duration must not exceed 36 months.

  • Military projects are not eligible.


Funding entities

Each country has its own funding organization. Getting in touch with the funding organization is a necessity before preparing a grant application.

This call addresses high quality Research & Development projects under the following topics and sub-topics:

  • High Tech:

    • Information Computer Technology (ICT) and Cyber Security

    • Smart Manufacturing

    • Advanced Biotechnologies and Medical Devices

  • Sustainable Environment:

    • Electrical Vehicle

    • Hydrogen Energy

    • Technology for Upcycling and / or Recycling of Material

The timeline


  1. The call was launched on January 9th, 2023, with the possibility to start filling in the application.

  2. The proposal must be submitted online, by the coordinator, via the Eureka portal. The deadline for submission is on June 20th, 2023.

  3. Additional funding information are requested from each partner and must be submitted to the related funding organization:

    • Applicants in Taiwan must submit their application to DoIT before 20 June 2023, 17:00 hours CST (11:00 hours CEST).

    • Applicants in Poland must submit their domestic application to eureka@ncbr.gov.pl on 20 June 2023, 17:00 hours CEST.

    • Applicants in France must submit their domestic application to Bpifrance before 25 June 2023, 18:00 GMT.

    • Applicants in Slovakia must submit their domestic application to Ministry of Economy of the Slovak Republic before 20 June 2023.

4. Applicants will be informed about the project’s results on 2 October 2023.


The funding rates

The funding rate and form is dependent from the funding organization (country):

  • Taiwan: Grant funding up to 50%.

  • Poland: From 40% to 80% depending on the size of the company and the type of development (industrial research or development works).

  • France: Funding rate up to 65%. The type of funding is an advance repayable in case of technical success.

  • Slovakia: From 40% to 80% depending on the size of the company and the type of development (industrial research or development works).
